Abstract. The advancement of transportation technology has led to the emergence of electric motorcycles as an eco-friendly
alternative that supports Indonesia’s commitment to reducing carbon emissions. This study aims to examine the
development of regulations on electric motorcycles in Indonesia at both the national and regional levels, as well as
evaluate the extent to which these regulations ensure legal certainty, safety, and technical feasibility for users. Using
a normative legal research method and systematic analysis of 1,639 regulations, the findings reveal that only 0.73%
explicitly regulate electric vehicles. Most regulations still focus on conventional vehicles, indicating a regulatory gap
and weak regional commitment to energy transition. Although the central government has issued various incentives
and technical policies, their local implementation remains limited and inconsistent. This study highlights the urgency
of regulatory harmonization and the need to strengthen legal enforcement by transforming local policies into more
imperative legal instruments.
