Technological transformation in digital public services is key to improving the efficiency, transparency, and quality of government services. To meet public demands for fast and accountable services, governments must adapt to advancements in information technology. Procurement of goods and services is a critical area that requires transparent and efficient governance. Conventional systems often face inefficiencies and risk of budget mismanagement. Platforms like LPSE, e-Catalogue, and SiRUP are essential, but in Sidoarjo Regency, procurement data evaluation remains suboptimal, limiting data-driven decisions. To overcome this, the Procurement Monitoring and Evaluation Information System (SIMANIS PBJ) was developed. It enables real-time and accurate monitoring of procurement processes. The system has been tested using the black box method in ten test cases and achieved a 100% success rate, proving its reliability in supporting good governance.
