This study aims to examine the implementation of bilingual instruction in developing the language skills of 4–5-year-old children at Anugerah School Kindergarten in Sidoarjo, as well as teacher competence in conducting bilingual instruction and the associated impacts and challenges. The study employs a descriptive qualitative approach, with the principal, teachers, and Kindergarten A students serving as subjects. Data were collected through observation, interviews, and documentation, and subsequently analyzed using data reduction, data presentation, and conclusion drawing. Data validity was verified through triangulation. The results indicate that bilingual instruction utilizes both Indonesian and English in the children's daily activities. English is introduced gradually through enjoyable activities such as singing, storytelling, play, and simple conversations. Teachers demonstrate strong competence in using both languages and in creating a comfortable learning environment. Bilingual instruction helps enhance the children's vocabulary, comprehension of instructions, and communication confidence. However, several challenges remain, such as disparities in children's language abilities, limited English usage at home, a lack of instructional media, and the need for teacher training.
