This study analyzes the role of the village government in enhancing food security in Balonggabus Village, Candi Subdistrict, Sidoarjo Regency. A descriptive qualitative method was employed, using interviews and documentation, analyzed through the Miles and Huberman interactive model. The study applied Sondang P. Siagian and Ryaas Rasyid’s theory of government roles, covering regulator, innovator, and facilitator. The results show that the village government plays a strategic role in supporting food security. As a regulator, it contributes to policy formulation and program management, although challenges remain, including the absence of specific village regulations and limited budgets for equipment maintenance and livestock health. As an innovator, its role is not yet optimal in promoting appropriate technology and developing local potential. As a facilitator, the government provides infrastructure, training, and community assistance. Overall, these roles contribute to productivity, empowerment, and sustainable village food independence, although village apparatus capacity still needs improvement.
