Abstract

This study investigates the phenomenon of sound system carnivals frequently held in Sidoarjo, particularly to celebrate the Independence Day of the Republic of Indonesia. While these events provide a platform for creativity and entertainment for the community, their continued existence has negative impacts, particularly in the form of excessive noise exceeding safe limits as stipulated in Ministerial Regulation No. 48 of 1996, causing discomfort and harm to surrounding residents. This research was conducted using empirical legal methods and a legislative approach to analyze legal protection for communities affected by noise and the importance of more detailed legal regulations. The study indicates that the lack of regional regulations (Perda) specifically governing sound system carnival activities in Sidoarjo is a major factor in the emergence of pros and cons and legal gaps in the implementation of these events.
