The Merah Putih Cooperative's Capitalization Mechanism Sourced from Village Funds

Koperasi Merah Putih is a new cooperative model established through a Presidential Instruction to strengthen village economies. Capital-related problems arose in practice, leading Minister of Finance Regulation No. 49 of 2025 to allow Village Funds to support the cooperative's debt repayment to banks. This raises new legal issues, since Village Funds come from the State Budget and are restricted by legislation. This research examines the legal status of Village Funds as collateral for Koperasi Merah Putih's debt and its capital mechanism, using a normative legal method with statutory and conceptual approaches. Results show that Village Funds cannot be used as collateral because this contravenes the Village Law, Cooperative Law, and State Finance Law, so such use may only be conditional
