This study aims to analyze and describe the Implementation of the Emergency Response Management Policy by the Regional Disaster Management Agency (BPBD) of Sidoarjo Regency. The analysis employed George C. Edward III’s policy implementation theory, which consists of four indicators: communication, resources, disposition, and bureaucratic structure. The findings indicate that, in terms of communication, BPBD Sidoarjo Regency has disseminated information through socialization and coordination with relevant stakeholders, including Regional Government Organizations (OPD), the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), sub-district and village governments, and volunteers, regarding emergency response procedures, division of responsibilities, and coordination mechanisms in emergency response management. In terms of disposition, policy implementation is supported by the commitment, discipline, responsibility, and preparedness of personnel in carrying out their duties in accordance with their main duties and functions and the applicable Standard Operating Procedures (SOPs).
