This study aims to describe and analyze the effectiveness of the online-based promotion system (SIPEKAT) an e-government initiative at the Public Works, Highways, and Water Resources Agency of Sidoarjo Regency. The results indicate that regarding the first indicator goal achievement SIPEKAT has facilitated faster, more effective, and efficient promotion services with improved administrative orderliness, although it is not yet integrated with other personnel systems. Secondly, regarding the integration indicator, communication and coordination between the Sidoarjo Regency Regional Personnel Agency and the Public Works, Highways, and Water Resources Agency have been conducted via official notifications or circulars; however, information regarding SIPEKAT updates has not been comprehensively disseminated to all civil servants. Thirdly, regarding the adaptation indicator, operators have successfully adapted to using SIPEKAT, supported by adequate facilities and infrastructure; nevertheless.
