This study aims to analyze the innovation of digital motor vehicle tax payments through E-Samsat in Sidoarjo Regency and identify the challenges and opportunities in its implementation. This research used a descriptive qualitative method through observation, interviews, and documentation techniques. The analysis applied Rogers’ Diffusion of Innovation Theory with five indicators: relative advantage, compatibility, complexity, trialability, and observability. The results show that E-Samsat provides convenience, time efficiency, reduced queues, and improved public service quality. However, its implementation still faces obstacles such as low digital literacy, limited internet infrastructure, technical system disruptions, and lack of public socialization. Despite these challenges, E-Samsat has significant potential to support digital transformation in public services because its benefits can be directly observed by the community. Therefore, improving technological systems, digital infrastructure, and continuous public education is necessary to optimize the implementation of E-Samsat in Sidoarjo Regency.
