Implementasi Program Bilingual di MI Maarif Ketegan Bilingual Islamic School Sidoarjo

This study analyzes the planning, implementation, normalization, supporting and inhibiting factors, and impact of the bilingual program at MI Ma’arif Ketegan Bilingual Islamic School in Sidoarjo. Using a qualitative phenomenological approach, data were collected through observation, interviews, and documentation and analyzed using the Miles and Huberman model, triangulation, and member checking.
The results show that the program was implemented systematically through the integration of the Merdeka and Cambridge Curricula, supported by consistent English use in learning and school culture. Its success was supported by school policies, leadership, teacher development, and a bilingual environment, while differences in students’ English proficiency remained the main challenge. Overall, the program improved students’ vocabulary, comprehension, communication skills, confidence, and academic achievement.
