Objective: This study analyzes the implementation of the E-Buddy Application in improving administrative services at Kenongo Village using Charles O. Jones’ (1996) policy implementation theory, which includes organization, interpretation, and application. Method: A descriptive qualitative approach was employed. Data were collected through interviews, observation, and documentation, then analyzed using the Miles and Huberman interactive model. Results: The implementation of E-Buddy has improved the efficiency, transparency, and effectiveness of village administrative services, particularly in digital correspondence and employee attendance. Organizational coordination has been well structured despite occasional technical and network issues. Village officials have demonstrated adequate understanding following training, and the system has been consistently applied in daily administrative activities. Novelty: This study offers practical insights into strengthening village-level e-government through Charles O. Jones’ policy implementation framework.
