Abstract

This study aims to critically examine human resource (HR) management strategies for instructors in enhancing the performance and sustainability of Job Training Institutions (LPK). The research employs a Systematic Literature Review (SLR) using the PRISMA approach, resulting in 18 selected articles from the Scopus database that meet the inclusion criteria .The research findings revealed that teaching HR management strategies are consistently structured into four main dimensions: competency-based recruitment, continuous professional development, output-based performance evaluation, and retention and career development. These dimensions operate not as isolated practices but as an integrated strategic mechanism that simultaneously enhances instructor quality, institutional performance, and organizational stability. From an argumentative perspective, this study asserts that instructors should not be viewed merely as operational staff but as strategic human capital, serving as a primary determinant of competitive advantage and institutional sustainability. The novelty of this research lies in the development of an integrative conceptual model that, for the first time, systematically links HR strategies, performance, and sustainability within the context of job training institutions. This model addresses a significant gap in the literature, which has largely treated these relationships in a fragmented manner, particularly in the Indonesian vocational training context.
