This study analyzes the institutional development challenges faced by an Islamic Education Foundation in rural Sidoarjo Regency using Porter’s Five Forces framework. The research was motivated by declining student enrollment due to changes in the educational competitive landscape, particularly the emergence of new institutions established by former partners. A qualitative case study approach was employed, with data collected through in-depth interviews, participant observation, and document analysis. The findings reveal intense pressure from new entrants, increased bargaining power of parents, weakened student supplier power, and growing substitution threats from Islamic boarding schools and digital education. In response, the foundation adopted adaptive strategies by strengthening its Islamic identity, expanding its recruitment network, and improving internal organizational integration. This study contributes empirically to the application of Porter’s competitive strategy framework in rural Islamic education institutions.
