Transformational Leadership Implemented by Ridwan Kamil as a Regional Government

This study aims to analyze the implementation of transformational leadership by Ridwan Kamil during his tenure as Mayor of Bandung (2013-2018) and Governor of West Java (2018-2023) and the challenges he faced. The method used is a literature review with a descriptive qualitative approach, analyzing various academic sources and official reports based on the dimensions of transformational leadership theory from Bass (1990). The results show that Ridwan Kamil applied all three main dimensions: inspirational motivation through communicating a vision of a creative and inclusive city; intellectual stimulation through digitalization of public services and smart city programs; and individualized consideration through personal approaches and community empowerment. In conclusion, Ridwan Kamil's transformational leadership has proven effective in improving public service quality, community participation, and bureaucratic innovation, despite facing challenges such as the digital divide, bureaucratic resistance, and limited resources.
