This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in managing the Integrated Waste Management Site (TPST) in Kedungturi Village, Taman District, Sidoarjo Regency. The study uses a qualitative descriptive approach based on Biddle & Thomas’ role theory, which includes role expectations, role norms, role performance, and evaluation and sanctions. Data were collected through observation, interviews, and documentation using purposive sampling techniques. The results show that BUMDes has carried out its role effectively in TPST management. BUMDes functions as a strategic actor in waste management despite limited community participation. The implementation of TPST is guided by both social norms and formal regulations. In terms of performance, TPST successfully managed 72.1% of incoming waste in 2024. Regular evaluations and responses to community feedback also support continuous improvement. However, improvements are still needed in community participation, human resource capacity, and economic sustainability to optimize village-based waste management.
