Abstract

This study examines community empowerment in developing smoked fish-based MSMEs in Penatarsewu Village, Tanggulangin District, Sidoarjo Regency through a descriptive qualitative approach. The research highlights three main aspects: hygiene practices, digital literacy, and social capital. The findings show that business actors have started to understand the importance of cleanliness and halal certification despite limited production facilities. Digital transformation is gradually developing through the use of social media for promotion, although digital management systems are still limited. In addition, social capital such as mutual cooperation and trust among residents plays an important role in maintaining business sustainability. Effective empowerment requires collaboration between the community, village government, and supporting institutions through hygiene training, digital marketing development, and collective economic institutions. The study concludes that empowerment based on local potential not only improves income but also strengthens collective awareness and socioeconomic independence toward sustainable MSME development.
