This study aims to analyze public value in the implementation of the E-PAKLADI application to realize e-governance in Beji Village, Pasuruan Regency. This study employed a descriptive qualitative method using O’Flynn’s public value theory, which includes legitimacy and support, operational capability, and substantive value. Data were collected through observation, interviews, and documentation with informants selected purposively. The results show that the implementation of E-PAKLADI has been able to create public value through strong regulatory and institutional support, adequate operational capacity, and tangible benefits for the community in the form of population administration services that are faster, easier, efficient, and transparent. However, its implementation still faces technical obstacles such as network disruptions and system errors, causing the service to not run optimally. This study concludes that E-PAKLADI has made a positive contribution to improving the quality of public services and supporting the realization of more modern, effective, and responsive village governance.
