Abstract

This study examines the implementation of Mobile JKN at the Candi Sidoarjo Community Health Center (UPT Puskesmas) using the George C. Edward III model and qualitative methods. The results indicate that the program is already operational; however, the community’s understanding and digital literacy remain low, and there are technical system issues. Although staff members have been trained and are supportive, there are no specific standard operating procedures (SOPs) in place to address technical problems. In general, improvements are needed in digital literacy, system stability, and service operational procedures.
