This study aims to analyze the implementation of web-based work program submissions through the Regional Government Information System (SIPD) in Ngampelsari Village, Sidoarjo Regency. The focus is on evaluating the effectiveness of SIPD in supporting transparency, accountability, and the smoothness of the village development planning process, as well as identifying obstacles faced by the village government. This research uses a descriptive qualitative approach, with data collected through interviews with village officials, particularly the Head of Planning Affairs (Kaur Perencanaan). The analysis is conducted using George C. Edward III’s policy implementation theory, which includes four key indicators: communication, resources, disposition, and bureaucratic structure. The findings indicate that SIPD implementation is not yet optimal. Communication barriers related to authority between village and district levels have led to proposal rejections. In addition, limited human resources, lack of training, administrative-focused disposition, and weak bureaucratic structures further hinder effective implementation of the system.
