Abstract

This study aims to analyze the implementation of the Nutrition Intervention Program in reducing stunting in Tambak Kalisogo Village, Jabon District, Sidoarjo Regency using Dwiyanto’s (2005) policy implementation framework, which includes clarity of policy objectives and standards, implementing organizational capacity, inter-actor coordination, implementation accountability, and community participation. This research employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving village officials, village midwives, posyandu cadres, and parents of stunted children as informants. Informants were selected using purposive sampling, and data were analyzed using the interactive model of Miles and Huberman. The findings indicate that in terms of clarity of objectives and policy standards, program implementers understand the policy goals, but the community has not fully internalized them. Regarding organizational capacity, the number and competence of cadres remain limited, resulting in suboptimal assistance.
