Abstract

This study examines the factors influencing the implementation of the Integrated Licensing Service Information System (SIPPADU) in Sidoarjo Regency as a digital public service innovation. Using a descriptive qualitative approach, data were collected from official DPMPTSP documents and in-depth interviews with officers and service users. The findings show that implementation is supported by internal factors such as continuous staff capacity building, adequate technological infrastructure, and well-planned internal policies. External factors include risk-based national regulations, inter-agency collaboration (OPDs), digital outreach strategies, and active community participation. However, challenges persist, particularly low digital literacy among certain groups and technical system limitations. Overall, the implementation of SIPPADU is shaped by the integration of interconnected elements involving organizational readiness, regulatory support, and public acceptance, which together determine the effectiveness of digital-based public service delivery.
