This study analyzes the absence of a zero tolerance concept in the law enforcement of child bullying crimes in Indonesia. Although the Child Protection Law prohibits physical and psychological violence against children, enforcement practices remain inconsistent, particularly regarding the choice between criminal prosecution and internal institutional resolution. This research employs a normative legal method using statutory and conceptual approaches. The findings reveal that the core problem lies not in the absence of prohibitive norms, but in the lack of imperative operational norms, especially those mandating criminal reporting and restricting non-judicial settlements. This normative gap allows selective enforcement driven by institutional discretion and public pressure, thereby undermining legal certainty and effective protection for child victims. The study emphasizes the urgency of establishing a binding zero tolerance framework to ensure consistent law enforcement and to strengthen child protection based on the best interests of the child principle.
