Abstract

This study evaluates the cost and time efficiency of Polyurethane (PU) Sandwich Panel and Hebel concrete wall systems in two operator room projects in Sidoarjo using the Integrated Project Performance Measurement (IPPM) method. In Operator Room 1, the actual cost of PU panels increased by 14.29% to Rp18,480,000, while Hebel concrete showed cost overruns with a CPI of 1.17. In Operator Room 2, both systems met planned budgets at Rp25,060,000 for PU and Rp14,456,000 for Hebel. In terms of schedule, PU panels achieved acceleration of 20–33%, whereas Hebel concrete experienced delays of up to 25%. IPPI values confirm that PU panels outperformed Hebel in integrated performance, scoring 1.19 and 1.13 versus 0.83 and 0.92. Overall, Hebel is more economical in nominal cost, while PU panels provide superior cost–time efficiency.
